India is expected to sharply reduce import tariffs on high-end vehicles manufactured in the United States under an interim trade agreement, according to a government official cited by Reuters.

However, electric vehicles will be explicitly excluded from the agreement, effectively denying Tesla the lower-tariff market access it has long sought.

Tariffs on High-End U.S. Cars to Fall

The United States and India moved closer to a broader trade agreement after announcing an interim trade framework on Friday.

Under the proposed arrangement, India will gradually reduce import duties on conventional internal-combustion vehicles with engine capacities above 3,000 cc.

The current tariff, which can reach as high as 110%, will be lowered to 30% over a period of 10 years.

India has long protected its domestic automotive industry through import duties ranging from 70% to 110%. As the world’s third-largest automobile market, behind China and the United States, the country remains an important potential market for international automakers.

Electric Vehicles Excluded From the Agreement

According to the Indian government official, electric vehicles are specifically excluded from the proposed tariff reductions.

This means Tesla is unlikely to benefit from the agreement, despite CEO Elon Musk’s repeated criticism of India’s high automobile import duties.

Lower import tariffs have been one of Tesla’s main requirements for expanding its presence in India. The exclusion of electric vehicles therefore represents a significant setback for the company’s plans to enter the market through imported vehicles.

India Offers Broader Access to European Automakers

India’s position toward U.S.-made vehicles contrasts sharply with the market access it has offered to the European Union.

In negotiations with the EU, India has reportedly agreed to reduce tariffs on a broader range of vehicles, with duties potentially falling to as low as 10%.

India has also made concessions covering certain electric vehicles as part of its agreement with the EU.

The different treatment highlights India’s cautious approach toward opening its electric vehicle market to U.S. manufacturers.

Harley-Davidson Motorcycles to Receive Tariff Relief

The interim agreement will also eliminate import duties on Harley-Davidson motorcycles.

India currently imports only a limited number of passenger vehicles from the United States, but premium American motorcycles have a more established presence in the market.

The official added that tariffs on other high-end motorcycles are also expected to be reduced.

Agreement Expected to Be Signed in March

The full details of the interim agreement have not yet been made public.

The Indian official declined to be identified because the negotiations remain confidential. India’s Ministry of Commerce did not immediately respond to an email request for comment outside regular business hours.

The tariff reductions are expected to take effect after India and the United States formally sign the agreement in March.

What This Means for Tesla

The agreement provides significant tariff relief for traditional high-end vehicles and motorcycles from the United States, but it offers no immediate benefit to Tesla.

Unless India changes its position on electric vehicle imports, Tesla will continue to face high tariffs when bringing vehicles into the country.

This could increase pressure on the company to establish local manufacturing or assembly operations if it wants to compete more effectively in the Indian market.
